Position: Payroll Administrator

Reports To: Secretary-Treasurer

Policy: The Payroll Administrator is responsible for full cycle payroll functions related to the collecting, verifying and processing of semi-monthly payrolls as well as benefit administration for all employees. The Payroll Administrator ensures that all responsibilities are performed in accordance with the applicable legislation, Collective Agreements, benefit plan provisions, Division policies and procedures. All pay and benefit matters are processed using an integrated payroll/finance system.

Responsibilities and Duties:

  • Process, input, review and distribute all payroll, in conjunction with the Payroll Assistant
  • Enrol, maintain employees in applicable benefit plans
  • Set-up, maintain, salary and benefits for all teachers and division office staff
  • Verify all payroll transactions relating to Hourly, Casual, Substitute Teacher, and Trustee Indemnity that is prepared by the Payroll Assistant
  • Prepare and balance remittances for source deductions and benefit premiums
  • Orient all new, regular and term employees on the various benefits and options
  • Liaise with all third party benefit providers, which includes but not limited to Manitoba Blue Cross, Mercer Consultants, Eckler, Teacher Retirement Allowance Fund (TRAF), Canada Savings Bonds Program and Group RRSP program
  • Review incoming Teacher Request for Leave (RFL’s) for compliance with the Collective Agreement, and forward to the appropriate Senior Administrator for final approval
  • Enter and approve RFL’s in the Substitute Teacher application of Bellamy
  • Calculate and monitor sick leave for Teachers and Division Office Staff
  • Respond to queries about pay and benefits issues by telephone, correspondence or in person from employees and outside agencies such as Manitoba School Board Association, Blue Cross, etc.
  • Prepare and issue Records of Employment via ROE Web, and respond to queries from Service Canada
  • Compose and sign information letters to employees concerning benefits and other pay related matters
  • Calculate all final pay entitlements for leave of absences, resignations, and retirements,
  • Calculate SEB Top-up for all teacher maternity leaves.
  • Prepare month and year end reports for pensionable service, sick leave balances, vacation carry-over
  • Generate, balance and distribute T4’s for all employees
  • Prepare, calculate and distribute seniority service every September and January for Prairie Rose Teachers Association
  • Prepare, calculate EI rebate for PRTA, CUPE and Division Office Staff
  • Maintain payroll records according to PRSD Policy
  • Perform other duties as assigned by the Secretary-Treasurer

Knowledge, Abilities and Skills

  • Demonstrated knowledge and advanced skills in computer technology and software including: integrated payroll/financial system, MS Office Suite, and online applications for benefits, pension and Employment Insurance
  • Strong organizational and time management skills, with the ability to set priorities and meet strict deadlines
  • Excellent problem-solving /judgement skills and a high level of attention to detail and accuracy
  • Excellent oral and written communication skills, and customer service skills
  • Excellent interpersonal skills, ability to maintain confidentiality and exercise discretion
  • Solid understanding of all applicable federal and provincial legislation and a thorough understanding of Collective Agreements as it relates to payroll practices

Education and Experience

  • Grade 12 or equivalent
  • Business Administration Diploma, CPA Level 2 or other equivalent post-secondary education
  • Minimum three plus (3+) years of progressive related payroll experience
